ESSA maintains the transparency and accountability provisions for all students and student subgroups established in the Elementary and Secondary Education Act of 1965 (ESEA). The law requires states to ehlp ensure all students have access to excellent teachers and positive, safe learning environments with necessary supports to prepare them for success in college, a career and life.

The primary source of federal aid for elementary and secondary education is the Elementary and Secondary Education Act (ESEA) - particulary its Title I-A program. Title I-A authorized federal aid for the education of disadvantaged students. The ESEA was initially enacted in 1965 (P.L. 89-10), and was most recently comprehensively amended and reauthroized by the Every Student Succeeds Act (ESSA; P.L 114-95).
